If pressure cooker bombs became a significant, widespread problem, then yes. But it's just one of many ways that people can make a bomb, and bomb-making / bomb-related crimes in general are not very common in the US.

Neither are mass shootings in schools. Why then, we may ask, is there a panic to outlaw guns, when it wont prevent shootings and there are relatively few school shootings anyway?

If we're getting technical then "mass shooting" is a meaningless phrase since it has no definition. But school shootings happen several times per month in the US, which is a lot in the minds of most people. They are not the predominate type of everyday gun-related death in the US. But they are psychologically more traumatic to young people and parents across the country. Mounting national anxiety about these incidents combined with student activism explains the more sustained intensity.
