God's first recorded question is Where are you?.

So where are you?

God wasn't asking because he didn't know where Adam was. God knows everything that can be known. Adam's location certainly fits within the category of things that can be known. So what was God's question really about?

God opened up the lines of communication between Himself and fallen man. God speaks first by His Word. We are the ones who fall away from Him but it is always God who reaches out to us to turn us back to Him in repentance and confession of what we have done so that He can give us His mercy and forgiveness.

He wanted Adam to recognize that his mind was loosing grip on reality. The reality that you can not hide from God.

Hagar wasn't running away from God though but Sarai her mistress.

I think that the tone of voice with which one "hears" the first question plays a major role in what one thinks it means. Were are you? is the question. The context when read in the same tone of voice may give insight into the meaning of the story that begins with the question.
