What else would you call blaspheme of the Holy Spirit if not attributing ithe works of the Holy Spirit to satan?
It is our doctrine that can lead to the conclusion that the Spirit is evil. Any such doctrine that can be concluded to show GOD in such a false light as to show HIM as evil has potential to be the cause of blaspheme of the Holy Spirit.
We should all check our doctrine closely and repeatedly for this very reason.
All sorts of blaspheme will be forgiven; even blaspheme of the name of Jesus the Christ. But that isn't making GOD out to be evil.
What doctrines conclude that our GOD is evil?
Mark 3:20-30 NASB
20 And He *came home, and the crowd *gathered again, to such an extent that they could not even eat a meal. 21 When His own people heard of this, they went out to take custody of Him; for they were saying, “He has lost His senses.” 22 The scribes who came down from Jerusalem were saying, “He is possessed by Beelzebul,” and “He casts out the demons by the ruler of the demons.” 23 And He called them to Himself and began speaking to them in parables, “How can Satan cast out Satan? 24 If a kingdom is divided against itself, that kingdom cannot stand. 25 If a house is divided against itself, that house will not be able to stand. 26 If Satan has risen up against himself and is divided, he cannot stand, but he is finished! 27 But no one can enter the strong man’s house and plunder his property unless he first binds the strong man, and then he will plunder his house.
28 “Truly I say to you, all sins shall be forgiven the sons of men, and whatever blasphemies they utter; 29 but whoever blasphemes against the Holy Spirit never has forgiveness, but is guilty of an eternal sin”— 30 because they were saying, “He has an unclean spirit.”

From the context, psalms 91 hit the nail on the head ... they were attributing the work of GOD to Satan.
For the unsaved, what is the primary 'job' of the Holy Spirit? Is it not to point men to Christ. Someone who "blasphemes against the Holy Spirit" will be rejecting the things of God as 'evil' and refuse to be drawn to Christ. Is there any possibility of Salvation apart from Christ? Does someone who stands with a heart so hardened against God that they reject even the testimony of the Holy Spirit have any hope of salvation apart from God?
Thus one who "blasphemes against the Holy Spirit" stands in resolute opposition to Christ and, therefore, "never has forgiveness, but is guilty of an eternal sin" ... the sin of eternally rejecting the testimony of God.
One who commits the unpardonable sin, will not worry about whether they have committed the unpardonable sin ... they will already be totally heart seared against anything of God.
Here is from the commentary of David Guzik:
i. We understand what the blasphemy of the Holy Spirit is by first understanding what the ministry of the Holy Spirit is all about. Regarding the ministry of the Holy Spirit, Jesus said, when He has come, He will convict the world of sin, and of righteousness, and of judgment (John 16:8), and that He will testify of Me (John 15:26).
ii. Therefore, when we persistently reject the work the Holy Spirit wants to do in us and when we have a continued, settled rejection of what He wants to tell us about Jesus, then we blaspheme the Holy Spirit.
iii. The blasphemy of the Holy Spirit will never be forgiven – not because it is a sin “too big” for God to forgive, but because it is an attitude of heart that cares nothing for God’s forgiveness. It never has forgiveness because it never wants forgiveness God’s way.
iv. “These words were never intended to torment anxious souls honestly desiring to know Christ, but they stand out as a blazing beacon warning of the danger of persisting in the rejection of the Spirit’s testimony of Christ, until the seared conscience no longer responds to the gospel message.” (Ironside)
