Yes, but not people in New York city. They will see it after it is no longer visible in Perth.
The point is, it is not possible for people in Australia to see the moon at the same time as people in the Netherlands - on a Globe. The Netherlands is about 150 degrees away, just 30 degrees short of being the exact opposite side of the plane-t, at least from Victoria. Either the moon is on "our side", moving out of our vision then eventually comes into the vision of people in the Netherlands - but it cannot be that we see the moon during several of the same hours. Not on a Globe, we cannot.
