There will never cease to be some poor people in the land; therefore, I am commanding you to make sure you open your hand to your fellow Israelites who are needy and poor in your land. [SUP]Deut 15:11[/SUP]
Care for the poor is a responsibility of the well off
When you reap the harvest of your land, you shall not reap to the very edges of your field, or gather the gleanings of your harvest. You shall not strip your vineyard bare, or gather the fallen grapes of your vineyard; you shall leave them for the poor and the alien: I am the Lord your God. [SUP]Leviticus 19:9–10[/SUP]
When you reap your harvest in your field and forget a sheaf in the field, you shall not go back to get it; it shall be left for the alien, the orphan, and the widow, so that the Lord your God may bless you in all your undertakings. When you beat your olive trees, do not strip what is left; it shall be for the alien, the orphan, and the widow. When you gather the grapes of your vineyard, do not glean what is left; it shall be for the alien, the orphan, and the widow. Remember that you were a slave in the land of Egypt; therefore I am commanding you to do this. [SUP]Deuteronomy 24:19–22[/SUP]
For six years you shall sow your land and gather in its yield; but the seventh year you shall let it rest and lie fallow, so that the poor of your people may eat; and what they leave the wild animals may eat. You shall do the same with your vineyard, and with your olive orchard. [SUP]Exodus 23:10–11[/SUP]
There's a warning about rulers and their greed
And so, Samuel told all the words of the Lord to the people, who had petitioned a king from him. And he said: "This will be the right of the king who will have authority over you: He will take your sons, and place them in his chariots. And he will make them his horsemen and his runners before his four-horse chariots. And he will appoint them to be his tribunes and centurions, and the plowmen of his fields, and the harvesters of the grain, and the makers of his weapons and chariots. Likewise, your daughters he will take for himself as makers of ointments, and as cooks and bakers. Also, he will take your fields, and your vineyards, and your best olive groves, and he will give them to his servants. Moreover, he will take one tenth of your grain and of the results of your vineyards, so that he may give these to his eunuchs and servants. Then, too, he will take your servants, and handmaids, and your best young men, and your donkeys, and he will set them to his work. Also, he will take a tenth of your flocks. And you will be his servants. And you will cry out, in that day, from the face of the king, whom you have chosen for yourselves. And the Lord will not heed you, in that day.
