The answer to your second question is...No. The Bible says that "no one seeks God, not even one." Humans are born in corruption and rebellion. Humans are justly condemned with no need for God to choose.
Humans are born in slavery to sin. God is not obligated to save them, redeem them or pardon them. If God chooses to save, redeem or pardon, it is purely by His unmerited favor and choice to do so. He chooses to pardon some...because He can. That's what a Sovereign King can do. Slaves to sin have no say in the matter. They are wholly at the mercy of the Kings decision. Either the King justly judges sin or the King pardons by no merited argument from humans. He pardons because He so chooses to do so. No other explanation is provided.
Dave, your argument is a weak attempt at propping up human authority and reducing God's authority. Your position is not biblically solid.
