I was pulled over twice and they didn't ask me that. Once was because I was speeding and was given a warning and that was 35 years ago on my honeymoon. The second time was because my plate expired, but the state didn't send out mail asking for payments and expected everyone to just go online and do it!! The copy knew that had happened, so again, I was given a warning. He was nice about it but I was really embarrassed.

Maybe to see if you'll confess to something.

If they pulled you over because a tail light was out and you confess to fleeing a robbery they can solve a crime without even trying. I don't suppose that happens very often but there are some pretty stupid criminals out there.

They want you to confess to what they saw you did so you will scuttle your chances of beating it in a trial. If you don't confess to it and they ticket you for it then you can fight it in court where they need to bring proof of your crime that they might not have.
