The non citizens being legal residents?
I would say they should be put in second place behind qualified citizens in hiring priorities, if a qualified citizen is available for the job he or she should be hired first.
If they are here illegally they should not be allowed at all.
Personally, I don't see someone on a road repair crew filling in potholes as being my ruler.Why would you want people who aren't citizens...and are citizens of other countries to rule ours?
