The non citizens being legal residents?

I would say they should be put in second place behind qualified citizens in hiring priorities, if a qualified citizen is available for the job he or she should be hired first.

If they are here illegally they should not be allowed at all.

Personally, I don't see someone on a road repair crew filling in potholes as being my ruler.

Short answer, no.
Long answer? With the exception of the U.S. military (as that is one pathway to becoming a naturalized citizen).

If you are serving or have served in the U.S. armed forces and are interested in becoming a U.S. citizen, you may be eligible to apply for naturalization under special provisions of the Immigration and Nationality Act (INA).

It depends what you mean by a government job.

If you're talking about a job that involves lawmaking and representing the people I'd say the person should be a citizen, whether natural born or naturalized. If you're talking about the guy who prints licenses at the DMV or drives the truck for USPS, I'm not sure why it would make any difference.
