Paul is explaining how no one is saved anymore by the works of the law. The works of the law are the purification works. That is what Paul is speaking about when he says 'not of works'.

That scripture is about the Gentiles who did not atone for their sins by doing the purification works of the law.

The Gentiles didn't have to get circumcised in the flesh before Jesus would save them.

Now tell me where you think that scriptures says anyone is saved while they do not believe in God.

Therefore, just as through one man sin entered into the world, and death through sin, and so death spread to all men, because all sinned—
Romans 5:12

but glory and honor and peace to everyone who does good, to the Jew first and also to the Greek. For there is no partiality with God. For all who have sinned without the Law will also perish without the Law, and all who have sinned under the Law will be judged by the Law;
Romans 2:10-12
Here Paul was referring to both Jews and Gentiles (Jews with the Law Gentiles without the Law)

Dead in trespasses is about not purifying yourself with the purification works of the law.

If a person doesn't first believe, then do you not get saved.

Again, how does a spiritually dead person believe if God does not make them alive with Christ?
