Is that not something that could be reported to police? (just asking out of curiosity)

The only time I walk outside my house when I'm home is if I go get my mail. It would feel creepy to me to be watching by a neighbor.

I'm not sure what I would do besides keep my curtains closed all the time.

I would have been embarrassed to report it to the police since it's not always anonymous, especially since it was a small town and a lot of people knew each other.
