It totally depends on the situation and person.
Lol there was one guy who said to another: I'm sorry. Will you forgive me?
He says: Let me think about it... then a few minutes later: okay I forgive you.
Oh my.

Well...I might be thinking that the person is setting up some boundaries to not be hurt again in the future?

There is no forgiveness without repentance.
Any one can say ... sorry and then do the same thing like nothing happened.

John the Baptist chased the Pharisees away from being baptized because they showed no repentance.
John told them to produce fruit first and then come back ...

Subjectively that is kinda true...but objectively Forgiveness is a gift that we don't ever deserve or have to earn in any way; not even a promise to change is needed. That's pure forgiveness that humans can't really do too well ;)

Real forgiveness as God gives it means it is not even remembered any more

If your brother sins against you you should forgive him 70 times 7 a day I think it was.
But if someone keeps cursing and can't stop I'd suggest a deliverance ministry and if the person didn't care and went on and on I'd still forgive, but protect myself and say my ear is not a trash can and not meet so much.

The forgiveness of any man is ultimately irrelevant. We must be able to forgive ourselves in order to understand mercy and grace though.
