Free Parking. I don't know why my small town decided that people had to pay for parking and I guess that's why the businesses aren't doing as well as they probably could be doing if parking was free.

They just wanted the money and if they can find a way to get it without having to use the word "tax" to do it then they will because taxes has a stigma associated with it while the word fee don't.
