It may indict "all heads of state" and it may not. The current monarch of Denmark and probably the UK too do not seem to have plotted the murder of opponents. Pope Francis probably has not plotted the murder of any person.

And regarding Meliana I've already said I know insufficient about her to say one way or the other.

Had you asked about Donald Trump I'd say that doubt about his professed faith looks sustainable.

And Vladimir Putin is implicated in the poisoning of several persons. His claim to Christian faith is very weak.
