    Jesus (God) told the disciples to go and baptize and teach all nations. It's by HIS authority so yes, it's God's work in baptism. Just as God teaches by His Word that brings us to faith.

    God initiates, God fulfills. God the Holy Spirit draws the parents to bring their children for baptism. God baptizes that child. God fulfills all promises connected to baptism. It's that simple.
