Yes, God is good but what do you mean by saying "no"? Is God bound to do good?

no he is not bound .
he is just GOOD . its like asking can light shine darkness .its a "nonsensical question "

Psalm 25:8 Good and upright is the Lord.

I think the question is more of a Greek thinking question then a Hebrew question which is answered in the Psalm and as Sword7 has stated. God IS good. It's not that He has to try to be good. He just is.

I am neither a Greek nor a Hebrew - the question is just thinking. Some Christians claim that God's sovereignty and power is what decides the law, it is an act of God will and nothing more can be said of it than that. They would contend that God is not bound to do good.

He keeps His Word, He made binding oaths and promises and because He's good He keeps them and can't break them.

For instance Hebrews 6

For when God made a promise to Abraham, because He could swear by no one greater, He swore by Himself, 14 saying, “Surely blessing I will bless you, and multiplying I will multiply you.

God chose to redeem sinful and rebellious mankind.

God chose to effect that through the sacrificial, atoning, ransoming death of his Son.

To people with perceptive eyes, that is bound to look good.

The early church fathers and church members for centuries after the beginning of the church thought of God as their Father who loved them and knew them better than they knew themselves so they reasoned - rightly in my opinion - that God worked for the good of those whom he loves and hence that the law and the gospel are both given for the good of the faithful.
