In Jesus name, not on our own. We can pray for people and ask Jesus to forgive but it will be their repentance that brings it about
Absolutely because a human cannot forgive sin as God can but can forgive the sinsthat are against themJohn 20:19-23 does not specifically that one must say "in Jesus name" but if that is what one wants to say I am confident it is okay
Yes, maybe because they were apostles or something. Never understood that. Or that text that you shouldn't pray for those who sin unto death. I have no idea what that is, so I just forgive anyone. I certainly don't have the authority to retain sins of others, the ac maybe.Jesus gave the power to forgive sins to his disciples.
On the evening of that day, the first day of the week, the doors being shut where the disciples were, for fear of the Jews, Jesus came and stood among them and said to them, "Peace be with you." When he had said this, he showed them his hands and his side. Then the disciples were glad when they saw the Lord. Jesus said to them again, "Peace be with you. As the Father has sent me, even so I send you." And when he had said this, he breathed on them, and said to them, "Receive the Holy Spirit. If you forgive the sins of any, they are forgiven; if you retain the sins of any, they are retained." (John 20:19-23)

See above.
yeh i know the scriptures ..wheres the part about handing it on to bishops? the authority he gave is to "all' who will believe ..not a select few
That's in 1 & 2 Timothy and Titus. But I think that maybe you're asking for a verse that says exactly "the power to forgive sins is handed on to you, a bishop, and successor of the apostles"? You will not find such a verse but tell me something when you read the great commission do you believe it was handed on to those who followed the apostles through the ages.
no i believe it is to ALL disciples of the lord Jesus .as he was telling his disciples ,to make disciples ,who make disciples, who make disciples ..recurring .
few beleivers today realize that they may be traditional christian but they are far from his disciples
Ephesians 4:10-12New International Version (NIV)

Acts 20:28American Standard Version (ASV)
28 Take heed unto yourselves, and to all the flock, in which the Holy Spirit hath made you [a]bishops, to feed the church of the Lord which hepurchased with his own blood.
1 Corinthians 4:1American Standard Version (ASV)
4 Let a man so account of us, as of ministers of Christ, and stewards of the mysteries of God.
2 Corinthians 2:10-11American Standard Version (ASV)
10 But to whom ye forgive anything, I forgive also: for what I also have forgiven, if I have forgiven anything, for your sakes have I forgiven it in the [a]presence of Christ; 11 that no advantage may be gained over us by Satan: for we are not ignorant of his devices.
The verses above explain and support the office of the keys given to the Church by Christ and it's HIS forgiveness that is given that was won at the cross (purchased in his blood)!
