It is illegal here but I suspect that some do it anyway just as some drive drunk despite it being against the law too.

It's illegal here too and people do it ALL the time. I hate it and have been in numerous near misses and am only lucky to escape an accident because *I* was the one who was paying attention! grr

One would think that they ought to know how to stop the car, turn the motor off, unbuckle their seat belt and then use their phone ... but maybe they do not.
