At first, Yeshua asks "Do you agape me? Do you love me in a way that you could love a stranger?"
Peter says, "Lord, you know that I filia you. I love you and we have a real connection."
Then, Yeshua asks again, "Do you agape me?" (general love)
Peter responds, "You know that I filia you!" (which is even better!)
Thirdly, Yeshua asks Peter, "Do you filia me?" (are you sure, after you denied me three times, that we have a connection and are really friends?)
At this question, Peter was offended, since Yeshua called his friendship and fidelity into question. He felt guilty at this third question - since it called their closeness into question and reminded him (in Yeshua's asking three times) that Peter had denied him three times.
Even in this story, you can surely understand that Peter thought filia was better than agape when it comes to closeness in friendship and love.
