Yes it happens. Smith Wigglesworth said that when he saw his wife for the first time his heart skipped a beat and he knew she was the one. I think it's very rare though. Normally it's just too good to be true and a crook or lust or both.

I think it happens. Probably not nearly as often as people say, but sometimes. However, it's inexplicable, and love also can grow or wane, so there's no point in trying to evaluate any particular claims of "love at first sight."
