How often does a new moon precede 10 yammin(days) before yom Kippur in a year?

If there were no importance to new moons and shabbat(sabbaths).
Why then would ole sh'aul(paul) mention them?

Perhaps the new moons represent a number of the children of ya'akov(Jacob) yisrayl(Israel) who have been given a yr of rest.

There are also instructions to abstain from judging by appearance.

Especially concerning a new moon and shabbat that may or may not occur at the head of a month:

While the new moon is a signifier of a month.
The yammin(days) will vary throughout a yr.

A new moon typically signifies a month's end.
And a full moon during certain months is when sons visit three times a yr.
Remember to face west during the latter season.

The questions posed are answerable from study of scripture and understanding in the spirit.
