Hebrews 11:35 says men were tortured, not accepting deliverance so that they might obtain a better resurrection. Who was Paul talking about? Sounds like 2 Maccabees chapter 7 to me.

If so, read this: Other non-biblical books are quoted in scripture, but not treated as Scripture. Jude quotes from the Apocryphal Book of Enoch in Jude 14, and some see a possible allusion to the Assumption of Moses in Jude 1:9. So, who were the men that were tortured? The men in Maccabees 7?

Scripture doesn't outright state who it was so all we can do is conjecture.

But the only thing that fits is 2 Maccabees 7.

When he says that there were those who shut the mouths of lions, we know he’s talking about Daniel in the lion’s den. That’s not conjecture.

When he says there were those who quenched the flames of fire, we know he’s talking about Shadrach, Meshach, and Abednego. That’s not conjecture.

When he says women received back their dead, raised to life, we know he’s talking about Elijah and Elisha raising a boy from the dead and presenting them to their mothers. Nothing else in the Bible fits this. That’s not conjecture.

2 Maccabees 7 is the only thing in the Bible fits what Paul says about men being tortured, not accepting deliverance so that might obtain a better resurrection. It’s not conjecture.

And what more shall I say? For time will fail me if I tell of Gideon, Barak, Samson, Jephthah, of David and Samuel and the prophets, who by faith conquered kingdoms, performed acts of righteousness, obtained promises, shut the mouths of lions, quenched the power of fire, escaped the edge of the sword, from weakness were made strong, became mighty in war, put foreign armies to flight.

Sounds like the writer was referring to those mentioned in verse 32.
