In Exodus 12 scriptures tell us of the Passover and the rules for it.

Concerning Exodus 12:48-49 “Suppose an outsider living among you wants to celebrate the Lord’s Passover. Then all the males in that home must be circumcised. After that, the person can take part, just like an Israelite. Only circumcised males may eat it. 49 The same law applies to Israelites and to outsiders living among you.”

Who were the outsiders since in an earlier verse... Exodus 12:43-45 “No one from another country is allowed to eat it. 44 Any slave you have bought is allowed to eat it after you have circumcised him. 45 But a hired worker or someone who lives with you for a short time is not allowed to eat it.

No one from another country shall eat of it. Hired workers or someone who lived with them for a short time were not allowed to eat it. Circumcised slaves COULD eat it.

Who were the outsiders?

It does have implications, in its symbolic, as Yeshua is our Passover Lamb, and for us to partake, must we also circumcise our world too?

Surely it is mistook as a literal thing like most from the OT.

It goes back to the same thing about giving up the delicacies or valuable things of faith to dogs who would devour it and make no other use of it.

The outsiders would be those of disbelief or no belief or faith. One being circumcised is one of a spiritual, holy mindset, like minded and of a similar accord, in which case the sharing or giving of these delicacies is not only acceptable, but profitable towards GOD's Will for man.

Just my take.

From what I can tell (looking at 'Blue Letter Bible' site) the difference lies in the former not having any 'rights' in the land, such as a naturalized citizen, and the second being recognized as having those rights. The Hebrew is different, and that's the only difference in emphasis that I see.
