Most important probably has different meanings to different people, but I'd venture they are the ones with the largest support among the overall population since that would present them as a unifying force in a highly divided country (i.e. polls seem to show deportation of illegal migrants has overwhelming support from the majority of people, around two thirds from what I've heard).
As for failing, I suspect there will be absolutely brutal efforts made to make all of them fail because there are powerful forces that want to keep our country divided with no common norms and mores to unite us into a cohesive nation, a house divided sort of thing.
Other than a genuine Christian revival of the nation as a whole, as we have seen a few times in the past, I don't see any way to change this, but maybe I'm wrong.
