Doubtful. Being prepared means allocating money ahead of time, which means allocating less money to more important things like the Gay Druid Pensioners Action Group.
Until governments at all levels, and we as a people, learn to live within our means and put something by in case tomorrow doesn't turn out as we expected, we'll never be prepared for anything much.

I don't think we'll ever be as prepared as necessary for any type of pandemic, natural disaster, terrorist attack, etc.... It's just not possible to live up to anyone's expectations vs reality.
