It says that all humans will see God's salvation but not that they will be saved, just as their knees will all bow and tongues confess him but many of them grudgingly. I believe that these events will happen at Jesus' second coming:What do you think of Luke 3:6?
Php 2:9 Therefore God has highly exalted him and bestowed on him the name that is above every name,
Php 2:10 so that at the name of Jesus every knee should bow, in heaven and on earth and under the earth,
Php 2:11 and every tongue confess that Jesus Christ is Lord, to the glory of God the Father.
