Let's look at the history...

Enemies had just destroyed Jerusalem, forcing the Israelites into exile. God allowed that to happen so that to bring His people to repentance. The first part of the verse means that they wouldn't be exiled forever but because of his great mercy and love, they had hope of being in His fold again. And that happened historically when the Babylonian exile ended.

If we apply the verse to us, is means that even though God allows us to suffer at times, His mercy and love is still great for us.
