There is a specific moment in time when "he thinks to change time"

change holy days; already done
change days of worship; already done
change weeks; done but didn't last long
change months; already done
change calendar years; already done

Dan 7:25 And he shall speak great words against the most High, and shall wear out the saints of the most High, and think to change times and laws: and they shall be given into his hand until a time and times and the dividing of time.

Here in this passage, we see "times ...time ...times ...time". The last three instances are all the same Hebrew word (H5732). The word "times" [highlighted and underlined in red], is a more broad Hebrew word (H2166), which means "season, time".

So we know that God's heavenly time is not our time. There is a physical dimension to time that we live, breath, and operate in. Then there is a heavenly time, where the sun can stand still while in our time we do battle as in the case of Joshua. Where in heavenly time, a prophet can be taken in to heaven and see future times.

Back to the verse... It is about changing times and laws of God. God is the one who sets the laws for times and the seasons.
Dan 2:20 Blessed be the name of God for ever and ever: for wisdom and might are his: and he changeth the times and the seasons...
Therefore the only times and seasons that require permission to change are the ones that God has set up. The Daniel 7:25 is talking about time itself. Maybe that is why God said "time will be cut short" and "time shall be no more".
