Could you state which side believes what? I'm not following too closely on this one.
Musk wants Visas for educated foreigners, while Bannon wants them reserved for American citizens.

I think he meant that the American citizens should get the jobs instead of getting foreigners who might have an equal education/experience.

Presumably, although my understanding was that the original point of the H1B was to fill the gaps where it was hard to find an American citizen who could do the job.

If companies have found a way to hire someone from India with only comparable experience, and pay them a lot less because their immigration status depends on them keeping the job, that could certainly be open to the kind of abuse that needs to be reined in.

Musk is taking a huge stand against these demonic globalists so I'm very grateful for him, but he does have some faults. One of them being this, of course. I mean, this whole visa thing has really oppressed native white-collar workers for decades.
