Got a little more work done in the study. One gap needed to be cleaned out and filled (it was behind the wall stud I took off), and another larger gap needed a concrete strip cemented into place. Then I added a little more foam to the window cavities and put the fiberglass back into the other window. Once everything has set (I'm using more mortar now so it will take longer) I can put the wall stud back in place and rehang the blind.
I also chiseled out a load of cement from right above the window and sprayed foam into the gap. That will help because there's always a crack between the cement and the wood, and with foam I can make sure the gap is filled. Every little helps here. It's much quieter in that room now.
