Verses 8 and 9 tell of the unchanging goodness, grace, and implied love of God for his people. His love is often called unconditional because it does not depend on anything either in the nature of those whom he loves or in the actions of the same. And verse 10 tells of the response of human beings to God's unchanging love - to walk in good works.
