You need to edit the picture so that the file size is reduced if you want to upload it here. You can also upload it to Imgur, a free storage site and then link it here.

Imgur doesn't allow people living in the UK to view images hosted by them or even use their service anymore. While anyone outside it won't have a problem, your image will not be seen by anyone living in the UK nor can they use the service.

That's where a VPN usually comes in handy.

Windows Operating System has built in programs to do the job.
I have just tried the "Paint" program under Win 10 and it does everything you asked for.
Just right click on a photo and then you will see on the dropdown menu what built in Apps are available.

If you are using another Operating System or your phone, then I can't help.
I try to avoid free online services, just don't trust the www...

I hope that's of some help
