Depending on how the church is set up the minister may veryu well have that right
Sure, in theory if I were to found the Church of Tango then I could unilaterally decide who gets to be called a minister of my church (for now let's leave aside the question of whether anyone would want to be a minister and assume that they would). If I offered ordination to anyone who joined the church, anyone who walked in the door, or only people who had completed my own copyrighted 73-year course of study would then be up to me as the Head Honcho of the church.
The part I'm not sure about is whether the people I classed as ministers would gain the right to call themselves Reverend. As I said I don't know what, if any, restrictions apply to being granted that title. But since I gather that the singer Robbie Williams managed to get ordained so he could conduct a friend's wedding (admittedly in Las Vegas) I have to wonder whether it is easy to gain the right to the courtesy title of Reverend.
