Jesus is eternal he always was with the father and a king in heaven my question is he is a adult king in heaven so how did God create him as a baby and send him to earth?

Just off the top of my head, I would think it was in the same way the Father sent the Holy Spirit to earth as a part of himself in the earthly realm (albeit with a different intent and purpose for it).

Just how I think about it when I think about such things.

JESUS said: Matthew 11:27:->All things are delivered unto me of my Father: and no man knoweth the Son, but the Father; neither knoweth any man the Father, save the Son, and he to whomsoever the Son will reveal Him.

The Word of GOD is from everlasting to everlasting, the Word is GOD, GOD Himself, SELF-EXECUTING , understand? And around 2000 years ago, the Word was made flesh. -> John 1:14
There are three that testify in heaven(heaven? Ephesians 1:3-8), the Father(GOD the Father), the Word(the Word made flesh-JESUS), and the Holy Spirit (who is not a ghost as is written in English language, he does not like of this nickname, he is a person), and these three are One. -> Three distincts persons.

JESUS came in the turn from the fourth GOD's Day to the fifth, or around 2000 years ago. And JESUS said: João 5:17:->My Father worketh hitherto(it was still the fourth Day-Genesis 1:16, or around 4000 years after Adam, understand?), and I work.

Hebrews 1 says that Lord Jesus is the "express image" of His Person (The Father). So what kind of 'image' do you think The Father has always had? Apply that to Lord Jesus' Image with The Father eternally. Per Genesis 1:26-27, God made Adam with the same image of man likeness from God's Own Image. Thus The Father and The Son both have that 'image of man'. So do the angels. This is why in the heavenly, even sisters in Christ will be called "sons of God", for there is no giving or taking in marriage in that heavenly world. John 4 says "God is a Spirit", and that is what we also will manifest in the heavenly with, a spirit body with our soul (our person).
