Psalm 110.1 is clear: 'The LORD said unto my Lord, Sit thou at my right hand...'

David is calling the coming Messiah 'Lord'.

The Lord as shepherd, in Psalm 23, is also seen in the New Testament in John 10 and Hebrews 13.
