Not ask taxes. How on earth are you ever gonna start a small business when as soon as you make a little bit, you can give it to the govt.

What could they do?

They could try and avoid burying small businesses in costs, fees and regulations.

The trouble overall is that government has become far too big. The very wealthiest can pay accountants and utilise loopholes to avoid paying taxes while the middle classes get hammered and those at the lower end of the scale either end up stuck in one of the many benefit-related traps or worse still.

Maybe for the first 5 years give them some tax breaks, then treat them like everyone else afterwards.
