Normally no, you remove the price tag, but if it's for a kid you hardly know you can keep the receipt and tell them you saved it, so if they already have it, they can return it and buy something else. If you know someone very well and they think it's handy, no problem. Clothes that may not fit, keep the tag on and add the receipt.
