Massachusetts this week became the fifth state in the nation to make prison and jail calls free. “Ensuring that individuals in state and county prisons can keep in contact with their loved ones is key to enhancing rehabilitation, reducing recidivism, and improving community safety,” Healey said in a written statement. “I’m proud to sign this important legislation and grateful to the Legislature and advocates for their partnership."

Maybe up to a point, as long as the prisoner's conduct is within certain bounds.

It's important that prison be a rehabilitative process, but it's also important that it's a punishment. If there are things a prisoner can earn through good behavior it gives an incentive to earn them, rather than simply handing stuff out like candy.

The calls and commissary are way too much and there's no competition. Well, prisoners are only human and made mistakes, and the loved ones did nothing, but have to pay hard financially.
