Look at Joe Biden's recent address to Congress on 28th April 2021, when the Capitol building was less than 25 percent filled:-



Does it seem that the "half" capacity House was a result of social distancing rules due to the pandemic, because this entire situation can be easily misconstrued and misrepresented?
