looks like they really should never of been able to adopt in the first place. I saw this on the news. I think she went nuts and drove them off the cliff intentionally

I don't understand our system.Your right they should of never been adopted.
It is hard to tell what happened. I know when I worked in foster care work I did adoption studies for about five kids who ended up getting adopted. There was a trial period where the child was in the home for a period of time while in DSS custody just to see how things went. In many cases, they were foster parents for six months or more before the adoption was finalized.
