Why are adoption fees so high?

What options are available for families who cannot afford the costs of adoption?

Adopting an infant can be cripplingly expensive with few if any guarantees.

Adopting a child from foster care is much cheaper, but comes with many unknowns.

As with most other things, if you want something and can't afford it you can either look to increase your income to cover it or host some kind of fundraisers.

Much like having one's child in the usual way?

The conventional way of making children doesn't come with guarantees but also doesn't involve spending tens of thousands of dollars in fees only to still not get the baby at the end of it all.

It's perhaps more akin to spending a fortune on something like IVF hoping it will work out.
