    Well Mark is right they ARE secular and they NOT only have lower crime rates They ALSO have lower reoffending rates, so I would have to say that having God alone can NOT be the sole reason for this supposed decline.

    Today by federal law one MUST be at least 18 AT THE TIME OF THE CRIME not trial not when they caught, not when they are sentenced but at the TIME they committed the crime to receive the death sentence.
