    I've no problem with that. But we do have an accepted idea of what is called ministry in the West. It's generally associated with a church, or a group of like-minded churches.

    I think it's clearly stated. And it's evidenced, in part, by the fact that the letters in the NT were written to local congregations. Also, there are a few places where the qualifications of elder are spelled out, as well as their responsibilities.
