If you're sharing a room with a bunch of other people who are noisy, or if they steal what little stuff you have, it doesn't necessarily offer much over and above being on the street.
Definitely that's a problem. Myself, I wouldn't mind it. I was homeless, sleeping in a car for around a half-a-year. I would have given anything to be in a big city where shelters were available, especially ones where you can stay forever and at all times of the day or night. (The ones in Nashville are like that.)

I've never been homeless so I can't comment on what would be more desirable. I've seen a few homeless people with dogs, and if you had to give up your dog in order to get out of the cold for a couple of nights I can see why people would decline.

It's also hard to understand whether it's better to be in a room with a couple of dozen other guys, some of whom may be noisy/antisocial/thieving etc, or in a dark corner where you don't have the heat but at least it's fairly quiet.
