Why aren't the rear tires on cars made to turn like the front tires?

Why aren't the rear tires on cars made to turn like the front tires?

Some cars have four wheel steering. It seems to be useful in low speed parking situations.

Given how many people don't know how to drive with only the front wheels turning I shudder to think what a mess it would be if the rear wheels moved as well.
