If a father doesn’t feel comfortable taking his daughter into the men’s public bathroom for a diaper change or to use the toilet, should he ask a woman to change her diaper or accompany her into the women’s bathroom in exchange for compensation?

Not ask a woman, but he should just be able to go to the woman's bathroom with his kid without everyone yelling, like you see on tv.

Take a large blanket with him on his excursion and change the diaper underneath that. Problem solved.

If a daughter is young enough to be in diapers why would you feel uncomfortable taking her into the men's room?

If it's an old one with no diaper- changing station I understand it.
But this is a wrong example, cause his wife could simply have done it. If he was alone, that's a lousy way to change your kid. I would rather do it outside on a table or under a willow than on the floor of a dirty toilet or like that, or your knees, respect for how he did that.

The only times I've seen men's bathrooms that don't have baby changing facilities in the last several years have been the kind of run down taverns that you probably wouldn't be taking a baby into anyway.

Really? That's great. We don't have that everywhere yet.
Dutch guy from this movie says he had to do it on the filthy floor of a men toilet or in the car and he also went to the women's bathroom and as soon as they saw the baby women didn't mind. This female presenter also says: ah go to the women's bathroom. Who cares.
