Did it all the time. We used to have gift exchanges in at least two places. It was a good way to get it behind us.

I've been a part of exchanges that ask for regifting items. I can't even remember what I regifted but I received a really ugly candle that was 2 feet tall.

I've regifted a few things over the years. If I get a gift I won't use but I know someone else who I think probably will I'll certainly regift. I'd just check to make sure it isn't personalised in some way.

I've received a few things that I suspect were regifted. I remember one book that had a corner of one page cut off. The amount cut off was larger than I would expect if it was just about removing the price tag, so I suspect it was to remove a short personal message to the person who gave it to me. I was mildly amused by it, but didn't think anything less of the gift - I enjoyed the book so whether it was a regift or not didn't matter.
