I'd be stunned and not sure what to say to something like that because it would come off as creepy unless the person was obviously handicapped in some way. If it were the latter I'd say Sure! If it was just creepy I might say I didn't live there. Which would be true since my house would be further from where I was walking.

Doubtful. My first thought was that the person was trying to pull some kind of scam, probably involving drugs.

If they asked for help that would be different. I'd at least consider whether I was able to offer them anything useful.
