So instead of really helping the homeless to be in shelter they just overlook their presence?

It would be interesting to see the exact wording of the curfew - if it says you're not allowed to be "on the streets" it leaves the homeless with few options. If it says you have to be "at home" then arguably the homeless are fully compliant, given the streets are their home.

But hey, whodathunk that governments would pass a law without considering the implications of the law?
