Individual Churches stopped when they “grieved the Holy Spirit” to the point that He wrote ICABOD over the door.
The True Church (the Body of Christ) has never stopped.

The Holy Spirit always leads.... and perfectly.
Thing is, fallen humans don't always follow... and never perfectly.
